Making the Case for Transforming Teacher Professional Learning
Self-paced online Moodle course
As a result of federal legislation, Race to the Top, school districts across the country have been focused on eliminating outdated teacher evaluation practices in exchange for developing district systems designed to promote professional growth for all certified educators. Since about 2015, numerous research studies have been conducted nationally providing updated support for district and school level leaders responsible for the implementation of a high-quality teacher evaluation system. This course is designed to provide school and district level leaders with background information to assist in creating newly designed district systems promoting professional growth for staff. Of key focus will be the concept of inter-rater reliability or calibration.
Participants will be introduced to current research including the Measures for Effective Teaching, MET Study, sponsored by the Gates Foundation, TNTP (The New Teachers Project Study, The Mirage, Confronting the Hard Truth About Our Quest for Teacher Development,) Center for Educational Leadership, University of Washington, College of Education studies, as well as the book entitled, “Better Feedback for Better Teaching,” which is a compilation of MET study outcomes. Additionally, participants will be introduced to the basic principles supporting video-based calibration.
This online course is the equivalent to 30 classroom hours (30 OPI professional development units), which is the equivalent of 2 university credits. This is a self-paced course, but do not expect to complete it in one sitting! Course participants must be comfortable working independently and be self-motivated to complete all work within the flexible time frame. WE RECOMMEND THAT YOU DON'T REGISTER FOR MORE THAN TWO COURSES AT ONE TIME.

Credit: 30 OPI Professional Development Units or 2 Semester Credits (semester credit is offered through the University of Montana and is an additional fee of $155; registration forms available in the course Moodle.)
*MTPLC's courses can't be used towards a degree program. They CAN be used for salary schedules and license renewal.
THE COURSE PROCESS:
* Complete this form.
* Within a few days, you will receive an invoice via email.
* Pay the invoice/registration fee (online or by check) in order to begin.
* You will receive a username and password and steps to access the Moodle course.
* The instructor will send an introductory email and you may begin the class.
* If you are taking the course for OPI professional development units, MTPLC will send you them upon completion of the semester.
* If you are taking the course for University credits, you will need to send the completed semester credit form and payment to Erin Lipkind, MTPLC's Moodle Course Director, by the end of the semester for which you are enrolled. She will submit them to the University of Montana along with your grade upon your completion of the course. The participant’s paperwork will be submitted to UM for the term in which they finish the coursework.
* Registrants have one year from the term of registration to complete their course.
Ex: If you register in February 2024, you have until May 15, 2025 to complete the course.
Obtaining copies of the books: Check your school /district or local library. Amazon and other online booksellers often have used copies available. The instructor is available to assist with locating copies, if needed.

Dr. Jo Swain has served as an elementary principal, central office administrator and school superintendent. Additionally, Dr. Swain taught Clinical Supervision at the higher education level to over 125 aspiring leaders completing a master of educational leader degree. These years of leadership experience have provided her with a wealth of information and experience designed to assist you in your leadership journey!

- Become familiar with key terms associated with a professional growth model as well as other teacher evaluation processes and procedures.
- Explore the importance of school leader annual observation training.
- Understand the influence federal and state legislation has on local evaluation systems and processes.
- Identify current challenges and barriers when implementing a high-quality evaluation system.
- Develop a basic understanding of current practice in analyzing classroom performance.
- Become familiar with an initial process designed to explore implementation of high-quality system in a school district.
- Experience the steps associated with leader calibration.
- Identify how calibration supports the transformation of professional learning.
