Developing a Title I Desk Manual with Jack O'Connor

The Title I Training with Jack O’Connor is a targeted, capacity-building professional learning opportunity designed to help school districts strengthen their understanding and implementation of Title I requirements.
Participants will receive structured guidance, practical tools, and actionable strategies to support effective program design, compliance, and documentation.

This training follows a proven model that combines group learning with practical application, ensuring districts leave with clear next steps and usable resources. It is especially valuable for districts seeking to build internal capacity and improve the effectiveness of their Title I programs.

This workshop is focused upon developing a high-quality Title I program, which is a daunting task. Administrators and teachers must be able to navigate the complex world of federal and state laws while meeting student needs. Districts must also be prepared to successfully complete required Title I monitoring processes.

Participants will receive an overview of Title I law, support in reviewing existing Title I plans, and guidance in developing a practical desk manual for future Title I program implementation and compliance.

  • Strengthen program planning, documentation, and compliance practices
  • Support districts in improving outcomes for students served through Title I
  • Help districts develop practical systems and procedures for ongoing program management

Facilitator
Jack O’Connor

Jack O’Connor served as the Federal Grants Unit Director for the Montana Office of Public Instruction. In this role, he oversaw the distribution and monitoring of:
  • Title I, Parts A, C, and D
  • Title II, Part A
  • Title III
  • Title V (RLIS)
  • Title IX (McKinney-Vento Homeless Education) Programs

Jack brings extensive expertise in:
  • The Egrants grant management system
  • Targeted Assistance and Schoolwide Programs
  • Private and non-public participation in federal education programs
  • Transitioning Targeted Assistance programs into Schoolwide Title I programs
  • School improvement plan development, implementation, and evaluation
