Services:
Monitoring:
Presently, all districts that participate in Title I, II, III, IV, and VB are monitored once every seven years.  AA districts are monitored once every three years.  Those districts that are rated as high-risk are monitored once a year.  As the person who wrote the protocols, Mr. O’Connor will provide districts that are getting monitored with assistance in the process including gathering materials, ensuring that all forms meet federal requirements (TransACT), submission of the documents, and correcting all findings.  This service will also include long-term programmatic assistance to make sure that districts have a well-developed program to increase student achievement. 
Duration: 3-5 days of assistance (minimum)
 
Title I Programmatic Development:
Many Montana districts run Targeting Assistance Title I, Part A programs.  This service will assist districts in the development of a plan to move from a Targeted Assistance to Schoolwide Program.  This begins with the initial letter to the OPI, completing the comprehensive needs assessment, development of an MTSS system, and all the other components of a schoolwide program.  Mr. O’Connor will also assist districts in the development, implementation, and evaluation of Title I Targeted Assistance and Schoolwide Program Plans.  This service begins with a two-day planning session, and then three follow-up sessions, including submission of the plan, and then any corrections requested by the OPI. 
Duration:  5 days minimum
 
Comprehensive Needs Assessment/Integrated Strategic Action Plan:
The OPI will require districts to complete its own Comprehensive Needs Assessment and Integrated Action Plan beginning in the Spring of 2024.  Mr. O’Connor will assist districts in completing these new plans. Mr. O’Connor will assist districts in putting together a high-quality plan that meets state requirements.  This will include data analysis, plan and program development, and evaluation.  This work will consist of two different services overall:
1.       Assistance in the development, implementation, and evaluation of the plan(s).
2.       Review of a developed plan with suggestions for improvement before submission.
Duration:
1.       Plan development 5 sessions minimum; two days for plan development and three follow-up sessions
2.       Program review:  one to two days minimum
 
Grant Assistance:
Mr. O’Connor will assist districts with completing the Title I, II, III, and VB sections of the Egrants Consolidated Application.  This includes meeting with the district, development of goals and narratives, and completing all sections of the Egrant application except completing the FTE and Budget Detail pages.  He will review those pages to make sure that FTEs are reasonable and that the budget pages meet general requirements.
 
Private, Non-Public Consultation Services:
Mr. O’Connor will assist public school districts and private, non-public schools with completing the required consultation meetings for PNP’s that wish to participate in federal educational programs under Title I, Part A; Title II, Part A; Title III, Part A, and Title IV, Part A.  This service includes attending consultation meetings and assisting both parties in completing the consultation forms and equitable share service agreements.  He can also assist both parties in developing, implementing, and evaluating effective programs.
 
Costs:
$150/hour plus expenses for all services.

Jack O’Connor served as the Federal Grants Unit Director for the past eight years. The Federal Grants Unit distributes and monitors Title I, Parts A, C, and D; Title II, Part A; Title III; Title V (RLIS); and Title IX (McKinney-Vento Homeless Education) Programs.  Before serving in this position, Jack was the Montana Title I Director for two years, Assistant Title I Director for six years, and the School Improvement Unit Manager for two years. Since 2016, Jack has also worked as the Private School Ombudsman for the Montana Office of Public Instruction.  Jack has incredible expertise in working with the Egrants grant management system, Targeted Assistance and Schoolwide Programs and Private/Non-public participation in federal educational programs. He has also done extensive work in moving Targeted Assistance programs to Schoolwide Title I programs and school improvement plan development, implementation and evaluation.  Jack has been a member of the National Association of ESEA State Program Administrators for 17 years, one of the largest educational advocacy groups in the United States.  In this organization he has served as Vice President, President-Elect, President (SY20-21) and as Past President.​
